Laravel problem with cache file when deploy to heroku


Im using laravel 8 and i want to use command "php artisan optimize" to cache config and route of my app after deploy app from github to heroku. The problem is i dont know how where should i put that command in. I tried to put into composer.json file and run the script in the Procfile follow by this post (link below). It did run the command but i didnt see any cache files were created in bootstrap/cache/ directories. Can someone tell me what to do. And if i create these cache file, i wonder if heroku will remove it from app after a specific time because it is not a permantlty file from github.
